Public Sector Expenses Review
The Office of the Integrity Commissioner reviews expenses of certain board members and senior officers and employees of selected agencies under the Public Sector Expenses Review Act, 2009.
The Integrity Commissioner has the discretion to determine which agencies, boards and commissions will have their expenses reviewed by the Office. Once an entity has been deemed fully compliant with the Directive, the Commissioner may "graduate" the entity and replace it with another from the available list.
The Commissioner can select a public entity for review based but not limited to the following criteria set out in O. Reg 440/09:
-Are the employees or appointees required to travel;
-Does the entity have independent authority to make operating decisions;
-Has its mandate changed in the past 12 months;
-Did it start operating within the past 12 months;
-Has there been public or media interest in the past 12 months.
Each agency has two expenses officers, who are responsible for submitting the required expense claims to the Integrity Commissioner. These are reviewed to determine if they meet the provincial government's standards as set out in the Travel, Hospitality and Meal Directive.
The Commissioner can contact an agency’s expenses officer for further information about a claim. If all or part of a claim is not allowed, the Commissioner can require that the funds be reimbursed, and the expenses officer will be expected to report back to confirm that this was done. Once an entity has been deemed fully compliant with the Directive, the Commissioner may "graduate" the entity and replace it with another from the available list.
Each year the Commissioner submits an annual report to the Speaker of the Legislative Assembly. The Commissioner also has the discretion to make a public report regarding any matter related to the functions under the Act.
Each agency, board or commission under review is required to post its expenses after they have been reviewed by the Commissioner. Browse this list to see the bodies under review and those that have “graduated”.

In addition to those entities on the list, the Independent Electricity System Operator and Ontario Power Generation are also eligible to be selected for review.
