Expenses Review Process

The expense review process comprises these five steps:

1. Submission of expense claims to the Integrity Commissioner

Ministers are responsible for approving expense claims for all their respective staff (including the parliamentary assistant and their staff), as well as ensuring compliance with the Allowable Rules for Cabinet ministers and Opposition leaders. Opposition leaders are responsible for approving expense claims for their staff, as well as ensuring compliance with the Rules. Ministers and Opposition leaders may delegate this responsibility for approving expenses to their chief of staff. After expense claims have been processed, reimbursed, and reviewed internally, the President of the Treasury Board is responsible for submitting expenses to the Integrity Commissioner.

2. Review of expense claims

Each expense claim, along with supporting receipts and documentation, is reviewed by the Office for compliance with the “Allowable Rules”, which is the standard set out under the Cabinet Ministers’ and Opposition Leaders’ Expense Review and Accountability Act, 2002.

3. Request for information

If documentation is missing, or if any of the expenses appear to be non-compliant, the Office may send a request for information to the claimant via the Office Manager for that minister’s office. The Office will ask for clarification and request repayment, if necessary.

4. Results

Expenses are reviewed in monthly batches. When a monthly batch is complete, the Commissioner will notify the President of the Treasury Board regarding the ministers’ results, and will notify the Speaker of the Legislative Assembly regarding the Opposition leader results. A detailed report listing each expense report is included with the notification letter. 

5.  Public Posting

Once the Commissioner has provided the results of the review, the Treasury Board Secretariat or Speaker of the Legislative Assembly, is responsible for publicly posting the expenses online, as set out in Section 15 of the Cabinet Ministers’ and Opposition Leaders’ Expense Review and Accountability Act, 2002.
