The Role of the Integrity Commissioner relating to Disclosing and Investigating Wrongdoing

Part VI of the Public Service of Ontario Act, 2006 (PSOA) provides a framework for Public Servants to disclose wrongdoings in the Public Service without fear of reprisal from anyone. Each organization and ministry of the Public Service has an Ethics Executive who is prepared to receive disclosures of wrongdoing.

However, there will be circumstances where a Public Servant has reason to believe it is inappropriate to make a disclosure internally. In these circumstances, the Public Servant is not without recourse because the disclosure can be made to the Integrity Commissioner who will confidentially receive the details of the alleged wrongdoing and, if appropriate, direct or commence an investigation of the wrongdoing. The Integrity Commissioner’s role under Part VI of the PSOA ensures that all Public Servants have the ability to bring forward disclosures confidentially and without fear of reprisal.
